A departmental officer authorised to countersign a grant in aid bill in respect of voluntary organisations shall :

ensure that the working of the organisation is satisfactory

while countersigning shall simultaneously send an advice in the prescribed form to the treasury officer concerned with full particulars of the bill

see that the amount has not been claimed and paid earlier and proper sanction exists

ensure the bill in proper form
