Any bill relating to scholarships or stipend may be passed by the treasury officer

on receipt of Government orders relating to the payment of scholarships and stipend

on receipt of verification on report from the Accountant General

on receipt of clarification from Director of Treasuries

only on receipt of sanction order from the sanctioning authority
