{"id":2268,"date":"2025-01-20T12:53:47","date_gmt":"2025-01-20T12:53:47","guid":{"rendered":"https:\/\/departmentaltests.com\/?p=2268"},"modified":"2025-07-18T14:00:17","modified_gmt":"2025-07-18T14:00:17","slug":"chapter-vii-attendance-holidays-and-vacation","status":"publish","type":"post","link":"https:\/\/www.schoolpathram.in\/model-test\/chapter-vii-attendance-holidays-and-vacation\/","title":{"rendered":"CHAPTER VII  :ATTENDANCE,  HOLIDAYS AND  VACATION"},"content":{"rendered":"<h2>Chapter VII<\/h2>\n<h1 style=\"text-align: center;\">\u00a0ATTENDANCE, HOLIDAYS AND VACATION<\/h1>\n<p style=\"text-align: left;\"><span class=\"Apple-style-span\"><b>1.<\/b>\u00a0All Schools shall be closed for the Summer Vacation every year on the last working day on March and\u00a0re-opened on the first working day of June\u00a0unless otherwise notified by the Director.\u00a0<\/span><\/p>\n<div><span class=\"Apple-style-span\">2.\u00a0School year-\u00a0<\/span><\/div>\n<div><b><br \/>\n<\/b>A\u00a0School year shall be deemed to commence on the reopening day and terminate on the\u00a0last day\u00a0of\u00a0Summer Vacation.<\/div>\n<div>\n<div><span class=\"Apple-style-span\">2A.\u00a0Academic\u00a0year\u00a0<\/span><\/div>\n<div>An Academic year shall be deemed to commence on the\u00a0<b>re-opening day<\/b>\u00a0and terminate on\u00a0<b>the last day\u00a0before\u00a0summer Vacation.\u00a0<\/b><b>\u00a0<\/b><\/div>\n<div>\n<div><span class=\"Apple-style-span\">3.\u00a0Minimum number of working days-<\/span><\/div>\n<div><span class=\"Apple-style-span\">There shall ordinarily be\u00a0a minimum of\u00a0<b>220\u00a0<\/b>instructional days\u00a0<b>excluding the days of examinations<\/b>\u00a0in every school year. Under special circumstances, shortage in the number of working days may be condoned by the Educational Officer up to a maximum of 20 days and by the\u00a0Director*( beyond 20) days\u00a0<\/span>.<\/div>\n<div><\/div>\n<p><i>*\u00a0Delegated to Deputy Director (Education) by G.O. (P) 52\/80\/G.Edn. dated 7-5-80.<\/i><\/p>\n<div>\n<div><span class=\"Apple-style-span\">5.\u00a0Education Department Calendar &#8211;<\/span><\/div>\n<div><b><br \/>\n<\/b><span class=\"Apple-style-span\">(1)\u00a0At least ten days before\u00a0the commencement of every school year,\u00a0the Director\u00a0shall issue the Education\u00a0Department Calendar\u00a0for that year, showing among other things;<\/span><\/div>\n<div><\/div>\n<blockquote>\n<div>(a) the opening day and the closing day];<\/div>\n<div>(b) the dates of Public holidays;<\/div>\n<div>(c) the dates of commencement and termination of Onam and Christmas holidays;<\/div>\n<div>(d) the dates of special holidays, if any;<\/div>\n<div>(e) the number of working days available, and<\/div>\n<div>(f) the deficiency to be made up, if any to raise the number of working days to the prescribed minimum.<\/div>\n<\/blockquote>\n<p><span class=\"Apple-style-span\">(2) The Education Department Calendar with directions, if any, as to how the deficiency referred to in sub rule (1) should be made up shall be supplied to the Educational Officers for transmission to the Heads of all institutions under their control.<\/span><br \/>\n<span class=\"Apple-style-span\"><br \/>\n<\/span><span class=\"Apple-style-span\">(3) The Director may, if found necessary, make and announce\u00a0any alteration\u00a0in the calendar.<\/span><\/p>\n<div>\n<p><span class=\"Apple-style-span\">6.\u00a0Attendance Register &#8211;\u00a0<\/span><\/p>\n<p>(1) Every School shall maintain an\u00a0Attendance Register\u00a0in\u00a0Form 6\u00a0for each division of every Standard.<\/p>\n<\/div>\n<\/div>\n<div>(2) The Percentage of attendance of every pupil during the school year shall be entered against his name in the\u00a0attendance Register\u00a0on the date of closing of the school for summer holidays.<\/div>\n<div>\n<div>\n<p><b><span class=\"Apple-style-span\">7. Minimum Attendance\u00a0&#8211;\u00a0<\/span><\/b><\/p>\n<p>(1) A pupil\u2019s percentage of attendance during a school year shall be calculated to the nearest integer.<\/p>\n<\/div>\n<div><span class=\"Apple-style-span\">(2) A Pupil shall be deemed to have secured the minimum attendance if he had attended school on\u00a0<b>not less than 85 percent\u00a0<\/b>of the number of working days in the year. A Pupil studying in a standard leading to a public Examination shall be deemed to have secured the minimum attendance if he had attended the school on not less than 85 per cent of the total number of working days as on the last day of February of the year] in which the examination is held.\u00a0<\/span><\/div>\n<div><span class=\"Apple-style-span\">\u00a0<\/span><\/div>\n<div><span class=\"Apple-style-span\">(3)\u00a0<b>No minimum attendance\u00a0is prescribed for purpose of promotion of pupils of<\/b><b>standards I to III<\/b><b>.<\/b><\/span><\/div>\n<\/div>\n<div>\n<p style=\"font-weight: 400;\">(4) If in any year the results of the public examination are published late, the Director may fix a later date as the last date of resumption of attendance in the following year by the pupils who have failed in the Public Examination. In the case of such pupils, their attendance as well as the total number of working days shall be reckoned from the fixed date, but if any such pupil resumes attendance before the fixed date and if he is found wanting in attendance at the end of the year, the days on which he attended school before the fixed date may be included in this attendance to the extent necessary to make up for his deficiency in attendance. If any such pupil does not resume attendance on the fixed date his name shall be removed from the rolls forthwith.<\/p>\n<p style=\"font-weight: 400;\">Illustration &#8211;\u00a0A pupil has been present on 147 out of 175 days from the last date for resumption of attendance and on 5 days before that date. His percentage of attendance is 147 x 100\/175 or 84 and the deficiency of\u00a01 percent\u00a0shall then be made up by\u00a0adding on 2 days\u2019 attendance out of the 5 days\u2019 previous attendance, the remaining three days\u2019 attendance being ignored.<\/p>\n<h3><strong>8. Pupils without minimum attendance not to be promoted or allowed to sit for examination-<\/strong><\/h3>\n<p style=\"font-weight: 400;\">(1) No pupil who has failed to secure the minimum attendance prescribed in Rule 7 during a school year, shall be promoted from a Standard unless the deficiency in attendance has been condoned as per Rule 9. Note- Vide Rule 7 (3) in regard to pupils of Standard 1 to III.<\/p>\n<p><strong>Q.As per-rule &#8230;&#8230;&#8230;&#8230; &#8230; pupils without minimum attendance not to be promoted or allowed to sit for examination unless the deficiency in attendance has been condoned.<\/strong><\/p>\n<p>(A) 6(1) of chapter VII<\/p>\n<p>(B) 6(2) of chapter VII<\/p>\n<p><strong>(C) 8(1) of chapter VII<\/strong><\/p>\n<p>(D) 7(1) of chapter VII<\/p>\n<p>Correct Answer-Option: (C) 8(1) of chapter VII<\/p>\n<p style=\"font-weight: 400;\">(2) No pupil studying in a standard leading to public Examination who had failed to secure the minimum attendance prescribed in Rule 7 (2) during a school year shall be permitted to sit for the Public Examination held at the end of that year unless the deficiency in attendance is condoned as per Rule 9.<\/p>\n<ol start=\"9\">\n<li style=\"font-weight: 400;\"><strong> Condonation of deficiency in attendance:-<\/strong><br \/>\n<strong><br \/>\n<\/strong>(1) If the deficiency in attendance is above<strong>15 percent and not more than 25<\/strong>percent\u00a0of the total number of working days in a School, the deficiency may be condoned by the\u00a0<strong>Headmaster\u00a0<\/strong>of the School for reasons to be recorded in writing; provided the pupil\u2019s progress and conduct are satisfactory and also the pupil fulfills the basis of promotion fixed for that standard.<br \/>\n(2)\u00a0If the deficiency in attendance is above\u00a0<strong>25 percent and not more than 40 percent<\/strong>\u00a0of the total number of working days, the deficiency may be condoned by the\u00a0<strong>Educational Officer.<\/strong>\u00a0If the deficiency in attendance is\u00a0<strong>more than 40 percent, no condonation<\/strong>\u00a0shall be given on any account.<\/li>\n<\/ol>\n<div id=\"post-body-5491959723889839390\" class=\"post-body entry-content\">\n<div>\n<div>\n<div><span class=\"Apple-style-span\">(3)\u00a0Immediately after the closing day of every year,\u00a0the Headmaster of school shall send to the Educational Officer a list of all pupils in the various standards whose deficiency of attendance is above 25 percent and not more than 40 percent and who have secured not less than 45 per cent marks for each subject at the annual examination and periodical tests taken together. The promotion list of such pupils shall be published only after the receipt of orders of the\u00a0<b>Educational Officer<\/b>\u00a0regarding condonation of deficiency.<\/span><br \/>\n<span class=\"Apple-style-span\">(4) The procedure for condonation of deficiency of attendance of pupils of the standard leading to public Examination shall be set forth in the rules relating to that Examination.\u00a0<\/span><\/div>\n<div>\n<h3><b><span class=\"Apple-style-span\">9A. Relaxation of rules regarding attendance &#8211;<\/span><\/b><\/h3>\n<p><span class=\"Apple-style-span\">\u00a0\u00a0\u00a0 Notwithstanding anything contained in rules 7, 8 and 9 in the case of pupil who is studying in the same standard for the 2nd or 3rd year, minimum attendance shall not be insisted on in that particular year provided that-<\/span><br \/>\n(a) the pupil has secured the minimum attendance in any previous year in the same Standard.<\/p>\n<\/div>\n<div>\n<p>\u00a0(b) the pupil has secured the qualifying marks for promotion that year and<\/p>\n<p>(c) the Headmaster is prepared to record in writing that the pupils progress and conduct are satisfactory.<\/p>\n<\/div>\n<div>\n<h3><b><span class=\"Apple-style-span\">10. Withdrawal of pupils during a school year<\/span><\/b><\/h3>\n<p><span class=\"Apple-style-span\">\u00a0\u00a0\u00a0 \u00a0If at any time during a school year, a pupil is unable to continue his studies his guardian may apply to the Headmaster for permission to withdraw the pupil from school for the rest of the year and the Headmaster may for satisfactory reasons, grant the application and exempt the pupil from the payment of fees for the succeeding months in accordance with the rules for collection of fees.<\/span><br \/>\n<span class=\"Apple-style-span\">More
