CHAPTER XXXII:<\/h2>\n

METHOD OF APPOINTMENT AND QUALIFICATIONS OF TEACHERS AND NON – TEACHING STAFF IN AIDED HIGHER SECONDARY SCHOOLS<\/h1>\n

1. Definitions:-\u00a0<\/strong><\/h3>\n

For the purpose of this chapter, unless the context otherwise requires,-<\/strong><\/p>\n


\n(a) ‘Department’\u00a0<\/strong>means, The Higher Secondary Education Department of Kerala.
\n
\n(b) ‘Director’<\/strong>\u00a0means, Director of Higher Secondary Education Department, Kerala or such other Officer or Officers who may, from time to time, be appointed by the Government to exercise all or any of the powers of the Director of Higher Secondary Education;<\/p>\n

(c) ‘Higher Secondary Course’\u00a0<\/strong>means a continuous two year course of study offered as part of School Education after Standard X.<\/p>\n

(d) ‘Higher Secondary School Teacher’\u00a0<\/strong>means a Higher Secondary School Teacher of an aided school whose workload is\u00a015 or more periods per week per subject.<\/p>\n


\n<\/b>\uff311. The minimum required work load of a higher secondary Teacher (Periods per week) is:<\/b><\/p>\n

(A) 20
\n(B) 16
\n(C) 25
\n(D) 15

(e) ‘Higher Secondary School Teacher (Junior)\u00a0<\/b>means a Higher Secondary School Teacher of an aided school whose work load is\u00a0less than 15 periods per week per subject.<\/p>\n

\uff312.\u00a0<\/strong>Teachers of Higher Secondary School whose work load is less than 15 periods per week per subject is termed as<\/strong><\/p>\n

:(A) Principal<\/p>\n

(B) Higher Secondary School Teacher (Junior)<\/span><\/p>\n

(C) Junior Lecturer<\/span><\/p>\n

(D) Higher Secondary School Teacher(Senior)<\/span><\/p>\n

(f) ‘Principal’\u00a0<\/strong>means the teacher who acts as the academic and administrative head of the Higher Secondary School.<\/p>\n

(g) ‘Junior Lecturer’\u00a0<\/strong>means Junior Lecturer who become excess on\u00a0delinking\u00a0of Pre-Degree Course from the Colleges under the management and who opted to become Higher Secondary School Teacher.<\/p>\n

\uff313.\u00a0<\/strong>………… means who become excess on delinking of Pre Degree courses from the colleges under the management and who opted to become Higher Secondary School Teacher.<\/strong><\/p>\n

(A) Junior Lecturer<\/strong><\/p>\n

(B) Principal<\/p>\n

(C) Director of H.S.S.<\/p>\n

(D) Higher Secondary School Teacher<\/p>\n

(h)\u00a0<\/strong>Unless the context otherwise requires, words and expressions used in this chapter, but not defined here in, shall have the meanings assigned to them in the Kerala Education Act, 1958 and in the foregoing Chapters of these rules.<\/p>\n

2. Method of appointment and qualification of Teachers and Non Teaching Staff:-<\/strong><\/h3>\n

Notwithstanding anything contained in these rules the method of appointment and qualifications of the teaching and non – teaching staff in the aided Higher Secondary School in the State shall be as prescribed in this Chapter.<\/p>\n

3. The Kerala Aided Higher Secondary Education Service:-\u00a0<\/strong><\/h3>\n

The service of every aided Higher Secondary School shall consist of all or any of the following categories of posts as the Director may sanction.<\/p>\n

Category 1-\u00a0Principal\u00a0<\/strong><\/h4>\n

Category 2 –<\/strong>\u00a0Higher Secondary School Teacher in<\/strong><\/h4>\n

(1) English\u00a0<\/span><\/p>\n

(2) Communicative English\u00a0<\/span><\/p>\n

(3) Malayalam\u00a0<\/span><\/p>\n

(4) Hindi\u00a0<\/span><\/p>\n

(5) Arabic\u00a0<\/span><\/p>\n

(6) Urdu\u00a0<\/span><\/p>\n

(7) Tamil\u00a0<\/span><\/p>\n

(8) Kannada\u00a0<\/span><\/p>\n

(9) Sanskrit\u00a0<\/span><\/p>\n

(10) German\u00a0<\/span><\/p>\n

(11) Syriac\u00a0<\/span><\/p>\n

(12) French\u00a0<\/span><\/p>\n

(13) Latin<\/span><\/p>\n

(14) Russian\u00a0<\/span><\/p>\n

(15) Mathematics\u00a0<\/span><\/p>\n

(C) Category 3<\/p><\/blockquote>\n

(D) Category 4<\/p><\/blockquote>\n

ANSWER:- (C) Category 3<\/p><\/blockquote>\n<\/blockquote>\n

Category 4 –<\/b> Librarian Grade III<\/h4>\n

Category 5 – <\/b>Librarian Grade IV<\/h4>\n

Category 6 –<\/b> Laboratory Assistant<\/h4>\n

Category 7- <\/b>Lower Division Clerk<\/h4>\n

Category 8 –<\/b> Part Time Menial<\/h4>\n

4. Method of Appointment:-<\/b><\/h3>\n

Appointment to the various categories specified in Column (2) of the Table below shall be made by the method of appointment specified against each in column (3) thereof-<\/p>\n

\nSchool Teacher<\/td>\n		(1) By transfer from Junior Lecturer in the subject
\nconcerned under the management \/ Higher
\nSecondary School Teacher (Junior)<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

(2) In the absence of qualified hands under clause (1)
\nabove, the vacancies shall be apportioned in the
\nratio 1:3 between appointment by transfer and
\ndirect appointment as detailed below:<\/p>\n

(i) a)By transfer from High School Assistants, who
\npossess the requisite qualifications, under the
\nEducational Agency.<\/p>\n

b) In the absence of qualified persons under (a) above,
\nby transfer from qualified Upper Primary School\u00a0Assistants\/ Lower Primary School Assistants who
\npossess the requisite qualification in the subject\u00a0concerned, under the Educational Agency.
\n(ii) By direct appointment<\/p>\n

Note:- (i) When qualified persons are not available to fill up
\nthe vacancies set apart for appointment by transfer
\nunder item 2(i) above such vacancies shall also be
\nalloted for direct appointment.<\/p>\n

(ii) Appointments under item (I) above shall be made
\nfrom select lists of qualified persons prepared on
\nthe basis of seniority and merit.
\nHigher Secondary
\nSchool Teacher
\n(Junior)1. (i) By transfer from qualified High School Assistants
\nin the subject concerned under the Educational
\nAgency.<\/p>\n

(ii) In the absence of qualified hands under item (i)
\nabove, by transfer from qualified Upper Primary
\nSchool Assistants \/ Lower Primary School
\nAssistants in the subject concerned under the
\nEducational Agency.<\/p>\n

2. By direct appointment<\/p>\n

Note:- (i)\u00a025% of the total posts shall be filled up by the
\nmethod specified in item (I) above on seniority –
\ncum suitability basis and 75% of
\nsuch post shall be filled up by direct appointment.<\/p>\n

(ii) When qualified persons are not available to fill up
\nthe vacancies set apart for appointment by transfer
\nunder item 1 above, such vacancies also shall be
\nallotted for direct appointment.4Librarian Grade III<\/p>\n

1. By direct appointment; and<\/p>\n

2. By promotion from qualified persons in category 5
\nunder the Educational Agency.<\/p>\n

Note:-
\nDirect Appointment and promotion shall be
\nin the ratio 1:1 in the absence of qualified
\ncandidates under item 2 above such posts
\nshall be filled up by direct appointment<\/p>\n

5Librarian Grade IV<\/p>\n

1. By direct appointment; and<\/p>\n

2. By transfer from qualified persons in any category
\nof service in the schools under the Educational
\nAgency.<\/p>\n

Note:- 75% of the total post shall be filled up by direct
\nappointment and the remaining 25% by transfer on
\nthe basis of seniority as above. In the absence of
\nqualified persons for appointment by the method
\nspecified in item 2 above, such vacancies shall be
\nfilled up by the method specified in item I above.<\/p>\n

6Laboratory Assistant<\/p>\n

1. By direct appointment, and<\/p>\n

2. By transfer from among qualified last grade
\nemployees in Schools under the Educational
\nAgency.<\/p>\n

Note:- 25% of the total posts of Laboratory Assistants
\nshall be filled up by transfer from among qualified
\nclass IV employees in the Schools under the
\nEducational Agency and the remaining 75% by
\ndirect appointment. Appointment to the said 25%
\nwould be on the basis of seniority.<\/p>\n

In the absence of qualified candidates under item 2
\nabove such vacancies shall be filled up by direct
\nappointment.<\/p>\n

7Lower Division Clerk(1) By promotion from qualified Peons, Sweepers and
\nother Staff under the Educational Agency.
\n(2) In the absence of (1) above by direct appointment.8Part time MenialBy Direct appointment<\/p>\n

(3) In the absence of persons with B. Ed.
\nDegree as specified in items (1) and (2) above,
\npersons with B.Ed. degree in any subject
\nacquired after a regular course of study from
\nany of the Universities in Kerala or a
\nqualification recognised as equivalent there to
\nby anyone of the Universities in Kerala.
\n(iii) Pass in the State Eligibility Test for the Post of
\nHigher Secondary School Teacher conducted
\nby Government of Kerala or by the agency
\nauthorised by the State Government.<\/p>\n

Note (i) In the absence of B. Ed. degree holders candidate having
\nMaster’s Degree with not less than 50% marks and who have
\npassed State Eligibility Test will be considered. Preference will
\nbe given to Ph. D\/M Phil Degree holders or those qualified at
\nJunior Research Fellowship\/ National Eligibility Test. The
\nTeachers appointed under this provision will have to acquire B.
\nEd. Degree at their own expense within 5 years from the date
\nof entry in service.<\/p>\n

(ii) For selection of category 2(2) (Communicative English)
\nPreference will be given to those who have acquired Post
\nGraduate Diploma (Not below ‘B’ Grade) in Teaching of
\nEnglish from Central Institute of English and foreign
\nLanguages or M. Phil in English Language teaching from a
\nrecognised University. Higher Secondary School Teachers
\nEnglish and Communicative English must be capable of handling both the subjects
\n.
\n(iii) Those who have passed Languages Teachers Training Course
\n5[or in the case of category 2 (4), those who possess Diploma in
\nHindi teaching] are exempted from acquiring B. Ed.
\n(iv) Persons who have acquired M. Ed. in the subject concerned
\nrecognised by any University in Kerala are exempted from
\nacquiring B. Ed.<\/p>\n

(i) Master’s Degree in the concerned subject
\nwith not less than 50 % marks from
\nany of the Universities in Kerala or a
\nqualification recognised as equivalent
\nthereto in the respective subject by
\nany University in Kerala.
\n(ii) (1) B. Ed. in the concerned subject
\nacquired after a regular course of
\nstudy from any of the Universities in
\nKerala or a qualification recognised as
\nequivalent thereto by a University in
\nKerala.
\n(2) In the absence of persons with B.
\nEd. degree in the concerned subject, B.
\nEd. Degree acquired in any one of the
\nsubjects under the concerned Faculty
\nas specified in the Acts I Statutes of
\nany of the Universities in Kerala.
\n(3) In the absence of persons with B. Ed.
\ndegree as specified in items(1) and (2)
\nabove, persons with B.Ed. degree in
\nany subject acquired after a regular
\ncourse of study from any of the
\nUniversities in Kerala or a
\nqualification recognised as equivalent
\nthereto by any of the Universities in
\nKerala.
