GENERAL ORGANISATION AND WORKING OF THE TREASURIES<\/p>\n

38.<\/b>\u00a0Subject to any general or special orders of the Government the responsibilities of the several officers for the proper management and working of the treasuries will be as laid down in the following rules of this part.<\/p>\n<\/div>\n

DIRECTOR: Duties and Power<\/b><\/div>\n
(Rules: 39,40,42&63)<\/b><\/div>\n
\u00a0<\/b><\/div>\n<\/div>\n
39.<\/b>\u00a0(a)\u00a0The Director\u00a0as the Head of the Department of Treasuries<\/b>\u00a0is\u00a0responsible<\/b>\u00a0to the Government for the\u00a0proper functioning\u00a0<\/b>of the Treasuries in the State. He shall\u00a0inspect\u00a0<\/b>each district treasury\u00a0at least once in a year(=12 Months),<\/b>\u00a0examine whether the rules relating to the custody of treasure are closely followed, whether the registers are in good order and kept up-to-date and generally whether the treasury is working satisfactorily and shall take such effective steps as are necessary to remedy the defects, if any, noticed by him. In the course of the inspection, he shall specifically examine and satisfy himself\u2014<\/div>\n
\n
\n

(i)\u00a0that the actual stock of cash, opium, ganja, stamps\u00a0and securities is kept under joint lock and key and corresponds with the book balance;<\/p>\n<\/div>\n

(ii)\u00a0that the Treasurer does not hold a sum larger than is necessary\u00a0for the convenient transaction of the Government business and this sum together with the value of stamps, opium, ganja and other valuable articles held under the orders of the Government in his sole custody, is not larger than the security given by him;<\/div>\n
and<\/div>\n
(iii)\u00a0that the stock of draft, cheque, bill and similar forms are carefully kept under lock and key\u00a0by the Treasury Officer and periodically tallied with the balance of such forms on the stock books.<\/div>\n

NOTE 1.\u2014<\/strong><\/p>\n

The word \u201cStamps\u201d used in the above rule includes Match Excise Banderols.<\/p>\n

NOTE 2.\u2014<\/strong><\/p>\n

Officers inspecting stamps, opium, etc., should record certificates of verification in their own hand.<\/p>\n

NOTE 3.\u2014<\/strong><\/p>\n

Appendix 5 contains the detailed rules prescribed by the Government for the inspection of District Treasuries. The Director should see during his inspection of the treasury that the stock of stamps especially those of denominations for which there is no demand or only occasional demand, is not excessive. He should pass orders at the time of inspection regarding the disposal of any surplus stock of stamps.<\/p>\n

(b)<\/strong>(1)\u00a0Each district treasury will be inspected\u00a0periodically\u00a0by an Officer of the\u00a0Indian Audit Department.\u00a0<\/strong><\/p>\n

(2)\u00a0<\/b>A brief report of such inspection will be drawn up and sent to the Director with a copy to the Treasury Officer. The report will be in two parts, the first part dealing with the observance of the rules regarding the custody of treasure, coinage, currency, remittance and public debt work as well as the maintenance of the Currency Chest Accounts and the second part dealing with other points. The Accountant General will also send a copy of the first part of the report to the\u00a0Currency Officer,\u00a0Reserve Bank of India,\u00a0Madras.\u00a0<\/b><\/p>\n

(3)\u00a0<\/b>The Treasury Officer shall send his replies on each part of the report in duplicate to the Director who shall pass such orders as he considers necessary and send a copy of his orders together with one copy of the reply received from the Treasury Officer to the Accountant General who will finally dispose of the report. The Treasury Officer shall also send a copy of his replies on the first part of the report of inspection to the Currency Officer, Madras. The Currency Officer will forward his copy of the report and of the Treasury Officer\u2019s reply thereon\u00a0 to the Accountant General indicating whether, so far as matters dealt with by the\u00a0 Reserve Bank are concerned, the action taken is adequate or whether any further action is required. The Accountant General may again refer to the Director any matter brought to notice in the report in respect of which he considers that the action taken by the Treasury and the Director is inadequate. Points which cannot even then be settled and all important irregularities will be reported to the Government by the Accountant General.<\/p>\n

(4)\u00a0<\/b>The Accountant General will include a summary of the general results of the inspections in his annual review of the working of treasuries submitted to the Government.<\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
