The latter is called briefly capital expenditure or\u00a0<b>capital expenditure incurred with the object of either increasing concrete assets of a material and permanent character, or of extinguishing or reducing recurring liabilities, such as those for future pensions\u00a0by\u00a0payment of commuted value.\u00a0Expenditure on a temporary asset cannot ordinarily be considered as expenditure of a\u00a0capital nature.<\/div>\n<div class=\"google-auto-placed scheme or project may not, however, be classed as capital expenditure in the Government accounts unless the classification has been expressly authorised by general or special orders of Government. \u2018ordinary revenues\u2019 is applied to revenue derived from taxes, duties, fees, fines and similar items of current Government income including extraordinary receipts, if any, as distinct from capital grants and that only the cost of genuine improvements whether determined by prescribed rules of formulae or under special orders of Government, may be debited to capital. Where under, special orders of Government a Depreciation or Renewals Reserve Fund is established for renewing assets of any commercial department or undertaking, the distribution of expenditure on renewals and replacements between capital and the fund should be so regulated as to guard against over capitalisation on the one hand excessive withdrawals from the fund on the The charge should be calculated on the direct capital outlay to the end of the previous year plus half the outlay of the year itself, irrespective of whether such outlay has been met from ordinary revenues or from other sources.<\/div>\n<div><\/div>\n<div>\u00a0(i) \u00a0For capital outlay met out of specific loans raised by Government, at such rate of interest as may be prescribed by Government, having regard to the rate of interest actually paid on such loans and the incidental charges incurred in raising and managing them.<\/div>\n<div><\/div>\n<div>Note:\u2014 By specific loans are meant loans that are raised in the open market for one specific purpose which is clearly specified in the prospectus and in regard to which definite intimation is given at the time of the raising charges on account of the maintenance and up-keep of Government motor cars and motor boats<\/p>\n<\/div>\n<div>323.(a) Charges for the maintenance and up-keep of a car or boat supplied to a Government servant other than the Ministers and the Speaker of the Legislative Assembly at the public expense will be borne by the Government servant and by the Government respectively, in the manner indicated below, the general principle being that the Government servant using the car or boat shall bear those of its running expenses which are largely dependent as regards amount on carefulness of management and which affect the continued efficiency of the conveyance:\u2014<\/div>\n<div><\/div>\n<div>(i)\u00a0 The Government servant using the car or boat shall pay the cost of petrol, tyre renewals, minor repairs and renewals, lubricants and illuminants, as well as all occasional storage charges and all petty charges incurred otherwise than at the periodical overhauling and annual varnishing.<\/div>\n<div><\/div>\n<div>Note:\u2013 Minor repairs and renewals are those which cost less than ` 50 or are not connected with the prescribed periodical overhauling. Provided that, if a new component costing more than ` 15 is used in connection with a minor repair or renewal the Government servant shall be entitled to charge to Government its actual cost but not any workshop charges on account of the examination of the defective car or boat and the setting up of the new part.<\/div>\n<div><\/div>\n<div>\u00a0 (ii)\u00a0 All other charges shall be paid by Government including wages of chauffeur and cleaner, the cost of uniform of the chauffeur, and all charges incurred in connection with the annual varnishing and the periodical overhauling.<\/div>\n<div><\/div>\n<div>\u00a0 \u00a0(b) \u00a0Charges relating to the maintenance and repairs of motor cars and boats supplied for the use of the\u00a0Ministers and the Speaker of the Legislative Assembly\u00a0are regulated by the provisions contained in the\u00a0Kerala Payment of Salaries and Allowances Act, 1951 (Act 15 of 1951) and Amendment Act, 1968 (Act 2 of 1968) and the Boats<\/h2>\n<div>324.(a)A register (Log Book)\u00a0in\u00a0Form 48, 48A and 48B\u00a0will be maintained by all offices and departments maintaining Government owned\u00a0motor cars, buses, lorries, jeeps, station wagons, vans and motor boats.<\/div>\n<div><\/div>\n<div>\u0d38\u0d7c\u0d15\u0d4d\u0d15\u0d3e\u0d7c \u0d09\u0d1f\u0d2e\u0d38\u0d4d\u0d25\u0d24\u0d2f\u0d3f\u0d32\u0d41\u0d33\u0d4d\u0d33 the petrol, etc., purchased have been accounted for in terms of the kilometres run.<\/div>\n<div>\n<p>\u00a0(b)\u00a0 A certificate in the following form should be recorded by the drawing officer in a Contingent Bill containing a claim for petrol and\/or oil:<\/p>\n<\/div>\n<div>\u201cI have examined the log books for the period ending &#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;. and I certify that the motor vehicles have been used on authorised journeys and that they have run the prescribed number of kilometres per litre. Recoveries have been effected wherever they are due in accordance with the rules and credited in chalan No &#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;. dated &#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;..\u201d<\/div>\n<div>The Treasury Officers are authorised to reject the bills which do not contain the above certificate.<\/div>\n<div>\n<div>\n<h2>Insurance of Government Property<\/h2>\n<div><\/div>\n<\/div>\n<div>325. \u00a0Government properties may be insured against risks in transit such as loss, damage, etc., (See also Article 146).<\/div>\n<div><\/div>\n<div>Note:\u2014 The Government do not however insure Government motor cars and motor boats except sea-going fishing boats for which the risk of damage is high. Dated, Thiruvananthapuram, 28\/12\/2018<\/i><\/b><\/div>\n<div><i>\u00a0<\/i><\/div>\n<div><i>Pursuant to the Government Order read above, Government hereby make the following amendment to Kerala Financial Code, Volume I. The amendment shall be deemed to have come into force on the 5th day ofJune 2018. Amendment C.S. No: 4\/2018 In the Kerala Financial Code, Volume I, Article 326 (a) will be substituted as follows :\u00a0<\/i><\/div>\n<div><\/div>\n<\/div>\n<div><b>326<\/b>.(a)The transfer of Government lands with improvements thereon, from one Government Department to another shall be ordered by the District Collectors and Government as shown below:-<\/div>\n<div><\/div>\n<div><b>i.\u00a0District Collectors:-\u00a0<\/b>Up to a limit of 50 (fifty) cents within the Grama Panchayat area; up to a limit of 25 (twenty five) cents within the Municipal area and up to a limit of 10 (ten) cents within the Corporation area.<\/div>\n<div><\/div>\n<div><\/div>\n<div>Note :- In all cases where the Government land to be transferred is not under the possession of Revenue Department, but within the limit under (i) above; the District Collector shall take No Objection Certificate from the District Level Officer of that Department before issue of orders.<\/div>\n<div><\/div>\n<div>\n<div><b>ii.<\/b>\u00a0In all cases not covered by the above limits under (i) above or where there are no District Level Officers for the Department whose land is proposed to be transferred or where the District Level Officer of the Department whose land is proposed to be transferred refuses to issue NOG, if the District Collector is convinced that there is no other land suitable for transfer to the other Department, the proposal should be submitted to Government for orders. Note It will not be necessary to consult Finance Department in such cases. hi. Transfer of land to Constitutional bodies, Statutory bodies, Autonomous institutions and bodies, Public Sector Undertakings, Societies, Local Self Government Institutions, Boards, Corporations, industry or commercial undertaking of a remunerative nature, it shall be competent for the Government, to order the collection of market value of the lands and improvements transferred to such Service Department or a branch of the Service Department, according to the merits of each case.<\/p>\n<p style=\"font-weight: 400;\">(3) \u00a0When any land with improvements thereon or any building is transferred from or to a Commercial Department,\u00a0<strong>the full market value thereof or the book value whichever is higher should be rules shall ordinarily be<strong>\u00a0made by book transfer<\/strong>,\u00a0except when such adjustments do not suit the method of accounts or of business adopted by the receiving Department. An invoice duly accepted by a competent authority of the Department receiving the lands, etc., and furnishing full classification of the debit head shall be forwarded to the Accountant\u00a0 General style=\"font-weight: 400;\">(8) \u00a0When the purposes for which the land was transferred to the Service or Commercial Departments as the case may be, under rules (2) and (3) has ceased, or in the event of such land or portion thereof not being required any further by such Department or Institution, such land or portion thereof shall revert to Government and the amount of compensation, if any, payable to such department shall be fixed by the Collector of the District in which the land is situated, provided that in no case such compensation shall be fixed in excess of the value realised under rules (2) and (3) as the case may be.<\/p>\n<h2><b>Proforma accounts\u00a0relating to<br \/>\n<\/b><b>Government Commercial Undertakings\u00a0<\/b><\/h2>\n<div>327. \u00a0When the operation of a department include undertakings of<b>\u00a0a commercial or quasi-commercial character,<\/b>\u00a0and the nature and scope of the activities of the undertakings are such as cannot suitably be brought within the normal system of Government account, the head of the undertaking should be required to maintain such subsidiary and<i><b>pro forma<\/b><\/i><b>\u00a0accounts in commercial form as may be agreed between Government and\u00a0the Accountant General.<\/b><\/div>\n<div><\/div>\n<div>The methods and principles in accordance with which such accounts are to be kept, including inter alia the basis to be adopted for valuation of assets and for allocation of expenditure between capital and revenue accounts and the extent to which the provision should be made in those accounts for bad debts, depreciation and other forms of indirect charges, e.g., cost of management and supervision, audit charges, interest on capital expenditure, etc., will be regulated by orders and instructions issued by Government in each case. Where the commercial accounts are maintained for the purpose\u00a0of assessment of the cost of an article or service, the head of the undertaking should see that adequate regulations are framed with the approval of Government in order to ensure that the cost deducted from the accounts is the accurate and true cost. He should also arrange to obtain the orders of Government regarding the nature and form of subsidiary accounts and statements, if any, which should be appended to the appropriation accounts of each year, and submit such accounts and statements to the Accountant General on such date as may be required by him.<\/div>\n<div>\n<div>\n<h2>Other Proforma Accounts<\/h2>\n<\/div>\n<div>328. \u00a0Pro forma accounts of regular Government workshops and factories will be kept in accordance with the detailed rules and procedure prescribed in the departmental regulations.\u00a0<b>The Accountant General may be required by Government to\u00a0prepare pro forma accounts of irrigation navigation, embankment and drainage works and of Government residential buildings in accordance with the instructions contained in Chapter 21 of the Central Account Code, Volume IV.\u00a0<\/b><\/div>\n<div><b>\u00a0<\/b><\/div>\n<div><b>\u00a0<\/b><\/div>\n<div>\n<h3><\/h3>\n<h2>Service Funds<\/h2>\n<\/div>\n<div>329. \u00a0Rules regulating the General Provident Fund account of Government servants are contained in the\u00a0<b>General Provident Fund (Kerala) Rules,<\/b>\u00a0the State Provident Fund (Travancore) Rules, the General Provident Fund (Cochin) Rules and the General Provident Fund (Madras) Rules. Rules relating to the State Life Insurance Fund (Official Branch) are available as separate Government Publication.<\/div>\n<div><\/div>\n<div><\/div>\n<div><\/div>\n<div>\n<h2>Treasury Savings Bank<\/h2>\n<div>330. \u00a0The object of the Government in establishment of Treasury Savings Bank Scheme is<b>\u00a0to provide a ready means for the deposits of savings and so to encourage thrift. Savings Bank is not to be used for the purpose of keeping a current account\u00a0<\/b>and the\u00a0<b>Director of Treasuries (Secretary to the Savings Bank )<\/b>is empowered to close accounts, or in the case of accounts opened on behalf of minors to stop the receipt of further deposits, should he have reason to believe that the accounts are being used for a purpose for which Savings Bank is not intended.<\/div>\n<div><\/div>\n<div>The procedure relating to transactions in the Savings Bank in Government treasuries is detailed in Appendix 3 of the Kerala Treasury Code.<\/div>\n<div>\n<div>\n<h2>Endowments for Scholarships, Prizes, etc.<\/h2>\n<\/div>\n<div>331. \u00a0If any person informs a Government servant that he proposes to place funds at the Government\u2019s disposal for use as an endowment for the grant of a scholarship or prize, etc., the Government servant should report the matter to the Government through the proper channel for orders. The Government will then take action, if necessary under the Charitable Endowments Act, 1890 (India Act VI of 1890).<\/div>\n<div>\n<div><b>The Examiner of Local Fund Accounts(=Locan Fund Audit Director)\u00a0has been appointed as the\u00a0Treasurer of Charitable Endowments\u00a0for the State<\/b><b>.<\/b><\/div>\n<div><\/div>\n<\/div>\n<\/div>\n<\/div>\n<div>\n<p dir=\"ltr\">\ud83c\udd60\u00a0<b>Who is the treasurer of charitable endowment for the State ?<\/b><\/p>\n<p dir=\"ltr\"><b>(A) Director of State Audit<\/b><\/p>\n<p dir=\"ltr\">(B) Accountant General<\/p>\n<p dir=\"ltr\">(C) Director of Social Justice Dept.<\/p>\n<p dir=\"ltr\">(D) Finance Secretary<\/p>\n<div>\n<h2>Application for and Grant of Leave<\/h2>\n<\/div>\n<div>332. \u00a0<b>Rules relating to the submission of applications for and grant of leave,\u00a0<\/b>supplementing those contained in the Service Rules are as below:\u2014<\/div>\n<blockquote>\n<div><\/div>\n<div><b>\u00a0(a)\u00a0 Gazetted Officers.\u2014<\/b>\u00a0Applications should be forwarded to Government by Heads of Departments through the Audit Office which will submit it to Government with\u00a0the necessary certificate regarding the title to the leave applied for.<\/div>\n<div><\/div>\n<div>\u00a0Whenever the Heads of Departments themselves are competent to sanction the leave, a certificate should be obtained from the Audit Office as regards the admissibility of the leave and then the leave sanctioned.<\/div>\n<div><\/div>\n<div>\u00a0In the case of officers having\u00a0<b>statutory functions<\/b>\u00a0such grant of leave should invariably be communicated in the form of a notification and published in the Gazette. Copies of sanctions should be sent to the Audit Office also for information.<\/div>\n<div><\/div>\n<div><\/div>\n<div><b>(b)\u00a0 Non-Gazetted Officers.\u2014<\/b>\u00a0Applications should be submitted to the authority competent to sanction the leave.<\/div>\n<\/blockquote>\n<div><\/div>\n<div>\n<p>Note:\u2014 These rules apply to leave other than casual leave.<\/p>\n<\/div>\n<blockquote>\n<div>(c)\u00a0 Every application for leave (other than leave for which production of Medical Certificate is prescribed) of a Gazetted Officer which requires the sanction of Government, should reach Government not less than a month before the date from which the leave is required. Similarly, every application for an extension of leave to a Gazetted Officer should reach Government not less than two weeks before the date of the expiry of the leave already granted. Ordinarily, no Gazetted Officer, who has applied for leave or for an extension of leave, and to whom such leave or extension of leave has been granted by Government, will be permitted to cancel any portion of such leave or extension of leave. Strong grounds must be urged for failure to comply with the above rules in cases where this becomes absolutely necessary.<\/div>\n<div><\/div>\n<div>(d) \u00a0The Head of a Department should not refuse to forward to the Government the leave application of a Gazetted Officer, in a case in which the Government alone can grant the leave applied for. No Head of a Department has the right to curtail the discretion of the Government in regard to the grant (or refusal) of leave to an officer to whom the Government alone can grant or refuse such leave. All applications for leave by a Gazetted Officer should, therefore, be submitted to the Government, in cases in which the leave applied for is a kind which the Government alone can grant. This does not, of course, take away from the Head of a Department the discretion of recommending to the Government to refuse the leave applied for in any case.<\/div>\n<\/blockquote>\n<div>\n<div>\n<h3><b>Custody of Valuable Documents<br \/>\n<\/b><b>Article.333<\/b><\/h3>\n<div><\/div>\n<div><\/div>\n<\/div>\n<div>333.(1)<b>\u00a0The several documents to be dealt with may be broadly classed under the following heads:\u2014\u00a0<\/b><\/div>\n<blockquote>\n<div>\u00a0 (a) \u00a0Securities deposited with a Government Officer ex-officio.<\/div>\n<div><\/div>\n<div>\u00a0 (b)\u00a0 Those which relate to some permanent arrangement affecting Government interests, to which Government is a party, such as\u00a0deeds of building purchased\u00a0by Government and bonds executed by persons making permanent endowments.<\/div>\n<div><\/div>\n<div>\u00a0 \u00a0(c)\u00a0 Those which relate to\u00a0agreements executed by contractors, agreements for agricultural and other loans.<\/div>\n<div><\/div>\n<div>\u00a0 (d)\u00a0 Documents presented by parties for particular purposes, viz., registration, or in the course of\u00a0judicial or other proceedings,\u00a0before Government officers and all other classes of valuable documents not specifically referred to above.<\/div>\n<\/blockquote>\n<div><\/div>\n<div>\n<p>\u00a0 (2)\u00a0 (i) As regards (a) Securities in Trust, the statutory rules on the subject should be strictly followed.<\/p>\n<\/div>\n<blockquote>\n<div>\u00a0 \u00a0(ii)\u00a0 Documents in the possession of the head of an office coming under (b) should be sent to\u00a0<b>the Chief Secretary to Government\u00a0<\/b>for safe custody as soon as practicable after the order for record is passed on them by the proper authority, an office copy thereof being retained if necessary for reference.<\/div>\n<\/blockquote>\n<p dir=\"ltr\"><b>\ud83c\udd80 Who is the authorized custodian of valuable documents like deeds of buildings purchased by Government and bonds of endowments made ?<\/b><\/p>\n<p dir=\"ltr\"><b>(A) Chief Secretary to Government<\/b><\/p>\n<p dir=\"ltr\">(B) Head of Department which occupies the building<\/p>\n<p dir=\"ltr\">(C) Chief Engineer (B &amp; R)<\/p>\n<p dir=\"ltr\">(D) Director of Treasuries<\/p>\n<blockquote>\n<div><\/div>\n<div>\u00a0(iii)\u00a0 Documents comprised under (c) will ordinarily have to be retained by the respective Heads of Departments or District Collectors or District Treasury Officers or other Officers representing Government in the transactions till they are finally disposed of.<\/div>\n<div><\/div>\n<div>\u00a0 (iv) \u00a0The procedure regarding papers falling under (d) is to be governed by statutory rules or departmental orders. Where no such rules or orders exist the Heads of Departments should prescribe the best arrangement possible for the safe custody of all such valuable documents with the approval of Government wherever necessary.<\/div>\n<div><\/div>\n<div>\u00a0 (v) \u00a0In all offices,\u00a0<b>a register of valuable documents<\/b>\u00a0in the form given below should be maintained and the receipts and disposals noted therein with the initials of a responsible officer. The documents should be<\/div>\n<div><\/div>\n<div>\u00a0 (vi)\u00a0 The articles deposited for safe custody in Treasuries should be verified by the Officer who deposited them at least once in a year. For this purpose, the articles deposited in Treasuries should be taken back, the contents verified and re-deposited (if necessary) once in a year. Verification should also be made whenever there is a change of incumbent or change of designation or change of jurisdiction of the officer who deposited the articles for safe custody.<\/div>\n<div>(vii)\u00a0 Officers who conduct inspection of Offices, should scrutinise the register of valuable documents and satisfy themselves that the entries therein are correct and up-to-date and that the rules regarding the safe custody of such documents are observed.\u00a0preserved in safes or other receptacles intended to keep valuables coming into the possession of the officers concerned.<\/div>\n<div><img decoding=\"async\" src=\"https:\/\/lh3.googleusercontent.com\/-FYHebM6NXKs\/YGBNsucfIjI\/AAAAAAAAQrs\/n4yZy3L9xS4lPlB5m_mfTkFTp6mXyGNZgCNcBGAsYHQ\/w347-h305\/image.png\" \/><\/div>\n<div><\/div>\n<\/blockquote>\n<\/div>\n<h2>Service Books<\/h2>\n<div><b>334.<\/b> A record of services of every Government servant should be maintained in accordance with the Service Rules applicable to each case.\u00a0<b>The Accountant General\u00a0will maintain the record for gazetted Government servants in the\u00a0\u201cHistory of Services\u201d\u00a0<\/b>which he complies.<\/div>\n<div><b>\u00a0<\/b><\/div>\n<div><b>The head of each office\u00a0should maintain t<\/b>he record for each\u00a0<b>non-Gazetted Government servant working under him\u00a0<\/b>in a service book (or service roll).<\/div>\n<div><\/div>\n<div>\n<div>When an employee is transferred to another office, his service book should be sent to the head of the office to which he is transferred and\u00a0<b>not made over to him<\/b>, nor should it be given to him when proceeding on leave.\u00a0<b>When non-Gazetted Officers are officiating in gazetted appointments, their service book should be kept by the head of the office<\/b>\u00a0to which each such officer permanently belongs, but when they are confirmed in such appointments their service book should be forwarded to the Accountant General\u2019s Office for record.<\/div>\n<div>\n<h2>Register of Books and Periodicals<\/h2>\n<p><b>335.<\/b>\u00a0(a)\u00a0<b>All books and periodicals received in an office will be entered in a register in\u00a0Form 19.\u00a0<\/b><\/p>\n<div>(b) Every officer upon receiving charge of an office to which a library or collection of books, etc., for official use is attached must satisfy himself as to the State of the library and the books, etc. Unless otherwise reported, it will be assumed that he received the library or the books, etc., in good order and he will be held thenceforth personally responsible for any defect.<\/div>\n<div><\/div>\n<div>(c) All books appearing in the register of books or catalogue of the library on the last date of March of every year should be counted and examined by the\u00a0heads of offices or institutions concerned or by one of their Gazetted Assistants. A certificate to this effect should be furnished by the head of each office, on the 15th of April every year along with the acknowledgement for the amount of permanent advance in Form 8 (A) (See also Article 97).<\/div>\n<div><\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<h2>Erasures<\/h2>\n<div><b>entry in any cash book,\u00a0<\/b>account register or schedule. If he finds it necessary to make a correction\u00a0<b>he should cancel the incorrect entry neatly in\u00a0red ink\u00a0and insert the correct entry.<\/b>\u00a0Whenever a Government servant makes any correction or interpolation in any such document, he should request the\u00a0<b>head of office<\/b>\u00a0to authenticate it by writing his dated initials against it [See also Rule 210 (c), Part V of the Kerala Treasury Code].<\/div>\n<div>\n<div>\n<h3>Supply of Forms<\/h3>\n<div class=\"separator\">\n<div class=\"separator\"><a href=\"https:\/\/lh3.googleusercontent.com\/-fa1XLaPLP08\/YGBQjWZZ0oI\/AAAAAAAAQsk\/P6H-6SVL9U4O-Rwqe8iQFjJKPc9pSGs9QCNcBGAsYHQ\/image.png\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/lh3.googleusercontent.com\/-fa1XLaPLP08\/YGBQjWZZ0oI\/AAAAAAAAQsk\/P6H-6SVL9U4O-Rwqe8iQFjJKPc9pSGs9QCNcBGAsYHQ\/w258-h365\/image.png\" alt=\"\" width=\"258\" height=\"365\" data-original-height=\"640\" data-original-width=\"453\" \/><\/a><\/div>\n<\/div>\n<div class=\"separator\"><\/div>\n<\/div>\n<div>337. Standard forms prescribed for use by Government offices including the forms prescribed in this Code,\u00a0the Kerala Treasury Code and the Kerala Account Code will be available for issue from the<b>\u00a0Printing Department<\/b>.\u00a0The forms should be obtained by indents on the Superintendent, Government Presses, Trivandrum in accordance with the rules for the supply of forms.<\/div>\n<div><\/div>\n<\/div>\n<div><\/div>\n<\/div>\n<\/div>\n<\/div>\n<div>\n<div>\n<p><span style=\"font-family: arial;\">(c)\u00a0<\/span> <span style=\"color: #7b1fa2;\"><span style=\"font-family: arial;\">When the Government have prescribed a minimum period after which records of a particular kind may be destroyed,\u00a0<\/span><b>Heads of Departments and other\u00a0<\/b><span style=\"font-family: arial;\"><b>officers<\/b><\/span><b>\u00a0authorised<\/b><span style=\"font-family: arial;\">\u00a0in this behalf may order in writing the destruction\u00a0<\/span><\/span><span style=\"font-family: arial;\">of such records in their own and subordinate offices on the expiry of that period. Before the head of an office allows any pay bills or acquittance rolls to be destroyed he should take care to satisfy himself that the procedure in regard to the maintenance and verification of service books prescribed in the Service Rules has been strictly followed in regard to those pay bills or acquittance rolls.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<div>\n<h2>Destruction of Official Records<\/h2>\n<h2>\u00a0connected with Accounts<\/h2>\n<div>\n<h2><b>(Article. 338)<\/b><\/h2>\n<\/div>\n<\/div>\n<div><b>338<\/b>.\u00a0 A competent authority may destroy official records from time to time subject to the careful observance of the relevant rules contained in the departmental code or manual and of any other relevant orders of the Government. The following rules apply generally to the destruction of records (including correspondence) connected with accounts.<\/div>\n<div><\/div>\n<div><b><span style=\"color: #ff0000;\">(a) The following should on\u00a0<\/span><span style=\"color: #f7cb4d;\">no account be destroyed:<\/span><span style=\"color: #ff0000;\">\u2014\u00a0<\/span><\/b><\/div>\n<div><b>\u00a0<\/b><\/div>\n<div>\n<table border=\"1\" cellspacing=\"0\">\n<tbody>\n<tr>\n<td><b>(i) <\/b><\/td>\n<td><b>Records connected with expenditure which is within the period of limitation fixed by law<\/b><\/td>\n<\/tr>\n<tr>\n<td><b>(ii)\u00a0<\/b><\/td>\n<td><b>Records connected with expenditure on projects, schemes or works which have not been completed, even though the expenditure is not within the period of limitation fixed by law;\u00a0<\/b><\/td>\n<\/tr>\n<tr>\n<td><b>(iii) <\/b><\/td>\n<td><b>Records connected with claims to service and personal matters affecting Government servants who are still in service ;\u00a0<\/b><\/td>\n<\/tr>\n<tr>\n<td><b>(iv) <\/b><\/td>\n<td><b>Orders and sanctions of a permanent character until revised ;\u00a0<\/b><\/td>\n<\/tr>\n<tr>\n<td><b>(v) <\/b><\/td>\n<td><b>Cash Book and Classified Ledger, Stock Register of Furniture (Stores), etc., and Treasury Remittance Books ;<\/b><\/td>\n<\/tr>\n<tr>\n<td><b>(vi)\u00a0 <\/b><\/td>\n<td><b>The list showing details of records ordered to be destroyed; Register of Recoveries<\/b><\/td>\n<td><b>10 complete years<\/b><\/td>\n<\/tr>\n<tr>\n<td><b>18.Court Deposit Registers<\/b><\/td>\n<td><b><b>20 years from the year following<br \/>\nthat in which the items have been<br \/>\nlapsed\u00a0or in the case of works<br \/>\nand personal deposits from the<br \/>\nyear following that in which<br \/>\nthe accounts have been closed<\/b><\/b>&nbsp;<\/td>\n<\/tr>\n<tr>\n<td><b>19.Counterfoils of Court Warrants<br \/>\nfor deposit repayments<\/b><\/td>\n<td><b>\u00a05 complete years\u00a0<\/b><\/td>\n<\/tr>\n<tr>\n<td><span style=\"color: #7b1fa2;\"><b>20.Security Registers\u00a0<\/b><\/span><\/td>\n<td><span style=\"color: #7b1fa2;\"><b>40 complete years\u00a0<\/b><\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<div>\u00a0 (d)\u00a0 <span style=\"color: #7b1fa2;\"><b>The Head of a Department<\/b>\u00a0is competent to sanction the destruction of such other records in his own office and the offices subordinate to him<\/span>\u00a0as he considers to be useless, but he should forward a list of such records as properly appertain to the accounts audited by the\u00a0<b>Indian Audit Department to the Accountant General<\/b>\u00a0and await his concurrence in their destruction before ordering them to be destroyed.<\/div>\n<div><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div>(e) \u00a0Heads of Departments should prepare a comprehensive list of such of the records as are due for destruction in their own offices, and also get similar lists from those of their subordinates at the appropriate time. The records may then be ordered to be destroyed in the presence of a responsible officer and the record-keeper.\u00a0<b>The records may be destroyed by\u00a0<span style=\"color: #f4a900;\">burning.<\/span>\u00a0If it is decided to sell useless records as waste paper, care should be taken to see that every page is\u00a0<span style=\"color: #f4a900;\">torn into small pieces<\/span>\u00a0before it is disposed of by sale.\u00a0<span style=\"color: #fcff01;\">Gazettes, books and periodicals<\/span>\u00a0which are no longer required should, however,\u00a0<span style=\"color: #ffffff;\">be sold intact, as waste pape<\/span><\/b><\/div>\n<div>\n<div>(f)\u00a0 Every head of an office should see that lists showing full details of all records destroyed from time to time are properly prepared and retained permanently.<\/div>\n<div><\/div>\n<div>\n<h2><b>Reports of<br \/>\n<\/b><b>Deaths of Pensioners\u00a0<\/b><\/h2>\n<div>339. Every executive authority of a\u00a0<b>Municipal Council or City Corporation and<\/b>\u00a0<b>Village Officer\u00a0<\/b>should report immediately to the disbursing officer concerned the death of any person who was residing within his jurisdiction and drawing a Government pension, whether civil military, political or of any other kind.\u00a0Pension Disbursing Officers should supply these authorities with lists of the pensioners residing within their respective jurisdiction.
