PASSING OF THE BUDGET PRESENTATION OF THE BUDGET AND CIRCULATION OF THE BUDGET DOCUMENTS<\/h1>\n
54. (1) On a day to be fixed by the\u00a0Governor,\u00a0which will normally be towards the end of February or the beginning of March, the\u00a0Finance Minister\u00a0will present the budget to the Legislative Assembly,\u00a0<\/b>with a speech explaining the salient features of the budget and the financial position of the Government. On the same day, the Members of the Legislature will be given copies of the budget documents.<\/div>\n

(2) The Finance Department will forward to the Heads of Departments and other Estimating Officers copies of the printed budget and, in addition, departmental sheets of the Demands for Grants with which they are concerned. Copies of the budget documents will also be sent to the Comptroller and Auditor General of India and the Accountant General.<\/div>\n

(2) No discussion of the budget is allowed on the day on which it is prepared to the Assembly. On a day to be appointed\u00a0<\/b>by the Speaker\u00a0subsequent to the day on which the budget is presented, and for such time as the\u00a0<\/b>Speaker\u00a0may allot\u00a0for this purpose<\/b>,<\/b>\u00a0the Assembly shall be at liberty to discuss the budget as a whole or any question of principle involved therein; but no motion shall be moved at this stage, nor the budget submitted to the vote of the Assembly. The Finance Minister shall have the right to reply at the end of the discussion.<\/div>\n

(3) The Assembly will then proceed to discuss and vote on the individual Demands for Grants. 57.\u00a0(1)\u00a0The budget grants for a\u00a0financial year lapse on<\/b>\u00a0the\u00a0last day of the year (31st March)<\/b>, and cannot be carried over to meet expenditure during the ensuing year. At the same time, it has been found impracticable for the Legislature to complete consideration of the budget and make appropriation for the new financial year before that year begins. Interim arrangements<\/b>\u00a0had, therefore, to be made to enable the departments to carry on\u00a0after March 31st,\u00a0until the budget is considered in detail and the Appropriation Bill enacted. 58.\u00a0Under Article 206 (1) of the Constitution, the State Legislature has the power to make a grant for meeting an unexpected demand upon the resources of the State,\u00a0when, on account of the magnitude or the indefinite character of the service, the demand cannot be stated with the details ordinarily given in an annual financial statement.\u00a0This is known as\u00a0Vote of Credit. The Heads of Departments and other Estimating Officers who submit estimates, direct to government will be supplied sheets showing variations, in respect of Grants with which they are concerned.
